Your best bet is to lease for right now. The best breed as far as temperantment is a belgain. They are very well know for their kindness and loving ways. They still can be shown as well. My belgian came from the Amish and can't ask for better but it took 6 mths of him riding off with me on his back and putting me in trees and so forth, refusing to walk or trot. Now is more willing and there are two new students at the stables where I board him ask if they could ride him bareback. They jump on him and now he is willing and trots off with them. He was a pasture ornanment for months before I got him so his willing to work was zero. He did stupid things like rear up on the lunge line, that before he would trust me now he follows me like a puppy dog. You can get them 16 to 17 hands as well mine is 18+ hands. I won't give up my horse and anything was to happen I get another one in a heartbeat. Halfingers are great horses as well. Good luck and hope all works out. When horses don't want to do anything they will buck to get you off. Some are just lazy and will do what they can to get the rider to give up. Leasing will be your best bet.
