Can an ATV be used to groom an indoor and outdoor arena

I have indoor and outdoor arenas with 6-12 inches of dirt and sand and I usually groom them with the large tracor and a drag harrow with blocks added for weight. In summer I have the 7ft mower deck on the big tractor so I try to do touch-up grooming with the lawn tractor pulling a mini harrow, it mostly gets stuck in the sand and is killing the mower deck. Can an ATV do this type of work, or will it also just get stuck in the sand and not be able to pull the weight of the drag behind it. Do I need a 4 wheel drive one? Do you have any other options to suggest?
