I agree with eros-- gymnastics, gymnastics gymnastics! Helps to slow them down and make them pay attention the where their feet are going. Make sure you have the right bit in his mouth, too. I wouldn't rely on just cross rails to help slow the horse down. My horse will "putz" over a crossrail, barely picking his feet up, becasue they bore him. Now when he see's a real fence, that's a differnt story...then he comes alive. Gymnastic work will help your horse to take his time and pace himself. He has to pay more attention.
