I am sure you did not mean to tell her to make the horse stand up on their hind legs( rear)...Yikes!
gymnastics and ground poles are a very good idea. Horses that rush are usually very tense when jumping. At some point in the horses training perhaps he was pushed to soon to take bigger jumps. It can really help to take the horse back to simple crossrails until they are taken slow and relaxed...then very gradually build the horses confidence back to bigger fences.Think about teaching the horse to take the half-halt( slowing down aid ) into the HIND legs, that's where the real slowing down power and control must come from. This requires alot of patience , especially with the horse show season right around the corner :)
