Are you sure the horse is lame related to pain? Maybe the horse just has a "hitch" to his gait from an old injury? If the horse is head bobbing and uncomfortable then I'd stop taking lessons there for sure. And you can contact the ASPCA, that is abuse if the horse is clearly in pain.
