Hard Keeper....feed recomedations?

I am new to this board, new to New Jersey actually. I’ve always had warmbloods, never had any problems keeping weight on them. Just recently I adopted a OTTB, he’s 6, 17h, very thin! I can’t seem to put weight on him. I don’t want to say what I currently feed because I want open opinions from everyone…what do you recommend? Oh, yeah, he’s been wormed and is UTD on his shots. No ulcers. He’s healthy but thin. He gets plenty of hay, and I soak T&A cubes in warm water and feed them with his grain. I was giving him beet pulp everyday but was recently told that beet pulp no longer has sugar in it, so that does not work for weight gain. Any suggestions?
