Green Horse Problems

Hello everyone,
I am having a training issue with my green horse. He has gotten in the habit of cocking his head to the outside and it feels almost impossible to get him straight let alone bent to the inside. I have been opening my inside rein and really DRIVING with my inside leg but then he drifts to the inside. VERY frustrating. Any suggestions? Thanks!
